Open VLC Media Player .
Go to Menu bar and Click on Preferences option under Tools.
Select video option. Then you need to select DirectX (Direct Draw) Video Output and make sure that Accelerated Video output (Overlay) enabled.
Open a video with VLC Media Player, which you want to make as wallpaper.
Select video from menu bar and check on Set as wallpaper.
Done ..
Note: Do not close your VLC media player. If you close it, Video disappear from desktop.
